SpamCop SCBL
Overview
The SpamCop Blocking List (SCBL) is a publicly available DNS-based blacklist (DNSBL) that identifies IP addresses reported as sources of spam email. It is operated by Cisco Talos, Cisco's threat intelligence organization, which acquired SpamCop as part of its broader email security infrastructure.
What makes SpamCop different from other major blacklists is its crowd-sourced model: when a SpamCop user receives a spam email, they can forward it to SpamCop for analysis. SpamCop parses the email headers and identifies the originating IP address. The SCBL also uses spamtrap reports to weight total reports, making it a fast and automatic list of sites sending reported mail.
Impacts
This listing occurs on the IP level. A SpamCop listing directly impacts email deliverability: ISPs and mail servers that query SCBL will reject or filter your messages while the listing is active. However, SpamCop is considered a Tier 2 blacklist—while it affects B2B delivery (particularly to companies running enterprise mail gateways), it is not used by major North American ISPs for blocking decisions.
Listings auto-expire within 24-48 hours if no new spam reports arrive. The listing clock resets with every new report received.
Mitigation Process
To better understand the potential problems that caused the listing, review the SpamCop website. Once you have reviewed, you should then:
- Find and correct the root cause of the listing (e.g., compromised account, bad list hygiene, shared IP issues, or high complaint rates from recipients).
- Unlike other major blacklists, there is no manual removal process for the SCBL. Listings expire automatically once spam reports against your IP address stop coming in.
- Wait for the automatic delisting, which typically occurs within 24-48 hours after spam activity stops.
Important: The issue must be resolved prior to waiting for automatic removal. If you're hitting spam traps or your server's compromised, the listing is just the symptom—the underlying cause is what will cause lasting damage to your sender reputation. You must fix the root cause or you'll get relisted immediately when new reports arrive. Focus on cleaning your contact lists and reducing user complaints to prevent future listings.
